After a short introduction in the context of EU external cooperation, you go through the different implementation modalities and the management modes and references will be made to your own contexts. The EU project cycle with its relevant phases, documents, roles and responsibilities will be built up. A closer look will be taken at the overarching document for each contract, i.e. the Financing Agreement.

Then, after reviewing the different types of procedures (open, restricted, framework contracts, competitive negotiated...) and the general rules regarding eligibility (nationality and origin), you will focus on the specific process of an international restricted tender for a service contract, and this, from the launching of the tender up to the award of the contract. A case study will illustrate the theory.

The last part of the first module focuses on service contracts management, once they are signed, and more specifically on the different types of guarantees, the payment procedures and the critical points of the service contracts. The roles and responsibilities of the different actors will be highlighted at each stage. Systematic linkages will be made to your reality. Frequent reference will be made to legal sources and to the Practical Guide to contract procedures for EU external actions (PRAG).
