Eu Events is very pleased to present the fourth "Project of the Month": MIRRIS, co-funded by the European Commission FP7 Programme
MIRRIS PROJECT
MIRRIS (Mobilizing Institutional Reform for Research and InnovationSystems) is a coordination and support action funded under FP7 Social Sciences and Humanities programme and implemented by a consortium of 12 leading research and innovation agencies, performers and professional associations.
The focus of the project has been on the so-called eu13 countries:
Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, Slovakia and Slovenia, with the aim of:
- identifying the strengths and weaknesses of their R&I performance in era and framework programmes,
- organising a multi-level policy dialogue among stakeholders in each target country,
- identifying initiatives for institutional reform and improving performance, as well as
- agreeing on a road map for their implementation.
In particular, MIRRIS has sought to understand the success factors which contribute to a high level of participation and funding within the European Research Area and Framework Programmes, to identify a favorable framework for initiating institutional change and to identify initiatives for improving performance by way of a policy dialogue and mutual learning among the main stakeholder groups in the EU13.
During its three-year lifetime, MIRRIS has performed 52 dialogue meetings (three for each target country) and one customized coaching workshop for each country. 800 people, 85 national ministries and 85 universities have been involved. The project produced reports and analyses, such as 13 Country Profiles, 2 Policy Briefs, 39 Dialogue Reports, and a series of updated Scoping Papers, GIVING an overview OF the state of the art of the project.
Last but not least, with the help of experts the project has identified and selected 26 best practices to support the upscaling of participation in eu framework programmes.
Better exploiting European funds for Research and Innovation: The Quest for Excellence of EU13 This is the title of the final conference organized by the project in cooperation with the Unit "Reflective Societies" of DG Research and Innovation of the European Commission. The aim of this high-level conference is to present the key factors that make an impact on the participation of EU13 countries in the Research and Innovation programmes funded by the European Commission - FP7/H2020. Through a three-year extensive policy dialogue and mutual learning exercise involving research, innovation and institutional actors, MIRRIS has identified country-specific gaps and barriers, and finally contributed, together with the key national policy stakeholders in the EU13, to the definition of a roadmap prioritising interventions which will help widen participation IN the European Research Area.
THE FP7 PROGRAMME
The FP7 programme was the European Union's Research and Innovation funding programme for 2007-2013. The current programme is Horizon 2020 but there are many projects funded under FP7 that are still running.
MIRRIS FINAL CONFERENCE

The main findings of the research will be presented and discussed together with some of the EU13 beneficiary countries in order to hear their views on cooperation with MIRRIS and the impact achieved.
Representatives from the European Commission (Directorate General Research and Innovation, Directorate General for Internal Market, Industry, Entrepreneurship and SMEs, Directorate General Joint Research Center) and representatives of WIDE.NET - the NCP network on Spreading Excellence and Widening Participation - will share their views on the MIRRIS findings and recommendations and provide input for potential measures to support them.
